Understand the Documents Before You Apply
Students frequently use the words transcript, degree, attestation, verification and equivalence as though they describe the same process. They do not.

Attestation confirms authenticity through Pakistan’s higher-education authority. Academic comparison with another country is normally completed by the receiving institution or an accepted credential evaluator.
Step 1: Ask What the Receiving Institution Requires
Do not order WES, UK ENIC, ECE, HEC attestation or international courier services before reading the requirements of the organisation that will receive the documents.
A foreign university may use one of four approaches:
- It evaluates Pakistani qualifications internally.
- It accepts evaluations from several approved providers.
- It requires one named provider.
- It requests official documents directly from the awarding university without a separate evaluation report.

What If the Transcript Is Missing?
AIOU’s support guidance states that when the DMC or transcript is not visible through the online system, the student may need to use the manual procedure for issuance of the degree or PRC.
The university’s degree-processing requirements include a completed degree form, fee challan, the official PRC or transcript and attested copies of previously completed qualifications.

Degree and Transcript Name Differences
The name on your transcript, degree, CNIC and passport should be consistent. Minor differences can trigger verification delays.
Examples include:
- Muhammad written as Mohammad on one document.
- A missing middle name.
- A married name that differs from the academic record.
- Initials used instead of the full name.
- A different spelling of the father’s name.
Do not edit a scanned academic document. Ask the issuing authority about the official correction process. When a legitimate name change has occurred, prepare supporting evidence such as a marriage certificate, legal name-change document or explanatory declaration accepted by the receiving organisation.
Prepare Earlier Qualifications Too
An evaluator may require your complete academic sequence rather than only your highest AIOU degree. Prepare:
- Matriculation or SSC certificate and marks sheet.
- Intermediate, HSSC or diploma documents.
- Every bachelor’s degree and transcript.
- Every master’s, postgraduate or professional qualification.
- Any qualification used for entry to your AIOU programme.
This is particularly important for graduates whose academic route includes an old two-year bachelor’s followed by an AIOU master’s degree.

Step 4: Decide Whether HEC Attestation Is Needed
HEC attestation is commonly requested when Pakistani higher-education documents must be authenticated for overseas use. It is not automatically required by every university at the initial application stage.
Some institutions accept ordinary scanned copies first and request authenticated documents only after admission. Others require HEC-attested documents before evaluation.

HEC’s foreign-degree equivalence process is mainly relevant when a qualification earned abroad must be recognised in Pakistan. An AIOU graduate seeking recognition in another country normally follows that destination’s university or credential-evaluation process.

World Education Services provides credential evaluations for education, employment, licensing and Canadian immigration. WES states that it evaluates credentials from most recognised higher-education institutions in Pakistan.
For US graduate admissions, WES normally recommends a course-by-course evaluation. This report includes credential equivalency, individual courses, converted credits, grades and a US GPA.

Canada: Admission Evaluation and Immigration ECA Are Not the Same
A university may request a course-by-course academic evaluation for admission. Canadian immigration may separately require an Educational Credential Assessment for a particular immigration programme.
A report prepared for university admission should not automatically be assumed to satisfy immigration requirements. Select the exact WES or other designated-provider service required for your purpose.
UK: Admission and Visa English Evidence Are Different
A UK ENIC Statement of Comparability explains a qualification’s academic level. A separate Ecctis qualification-and-language service may be relevant to specific visa routes when an overseas degree taught in English is used to satisfy an immigration English requirement.

How Official Sealed or Direct Documents Work
An official transcript is not defined simply by placing your own photocopy in an envelope. The evaluator may require the document to be issued, stamped, sealed or transmitted by the awarding institution or another authorised authority.
Where sealed envelopes are accepted:
- The authorised institution places the transcript in an official envelope.
- The envelope is closed by the institution.
- The institution stamps or signs across the sealed flap where required.
- The evaluator’s reference number is written on the envelope or cover.
- The envelope is sent directly or forwarded without being opened, according to the provider’s rules.
Opening it can cause the evaluator to reject the document as unofficial. Follow the exact instructions in your evaluation account because accepted methods differ between providers and countries.
Common Reasons an Evaluation Is Delayed
- The wrong report was ordered. A general report may not satisfy graduate admission requiring course-by-course analysis.
- The university does not accept the provider. Recognition by other institutions is irrelevant to your selected institution.
- The transcript is incomplete. Missing courses, semesters or earlier qualifications can prevent assessment.
- The envelope was opened. The document may no longer meet official-submission rules.
- The reference number is missing. The provider may be unable to connect the document with the correct account.
- The name differs between documents. Additional identity or name-change evidence may be requested.
- The institution must verify authenticity. AIOU may need to respond directly to the evaluator.
- Only a provisional document was provided. The evaluator may require the final degree.
- Translations do not meet the rules. An informal translation may be rejected.
